KARACHI:- Sindh Population Welfare Department launched the Sindh Population Policy 2016 with the theme, ‘ A road map to Population Stabilization’, here at a local hotel on December 22nd, 2016. Jam Khan Shoro, Sindh Minister for Local Government and House Town Planning was the chief guest of the event.
Mir Mumtaz Hussain Jakhrani- Sindh Minister for Population Welfare proudly said that Sindh is the first province of the country who has come up with its own provincial population policy, while the other provinces are trying to follow our policy.
He furter added that after the 18th amendment, the Sindh Population Department has worked significantly. The government has allocated 890 million rupees for this department. Seventeen hundred medically officers have been trained, who are providing their services for contraceptive measures to large number of population.
Jakhrani stated that the influx of population towards Sindh is much more than any other provinces as in case of operation Zarb-e-Azab, floods, or for employments and businesses the population from other parts of the country migrate to Sindh.
Dr. Tausif Ahmed- Consultant Sindh Population Policy 2016, said the Sindh Population has doubled in 2008 in comparison to 1981. There has been significant increase in population especially in urban areas, fifty percent of the total population. The factor of increasing Sindh population includes high migration, high birth rate( 12 Lakh/ year, 2298/day).
The positive development is that the fraternity rate from 5.1 (1991) has reduced to 3.9 (2012).
The silent feature of Sindh Population Policy 2016 includes meeting the natioanl and international commitments of Sustainable Development Goals (SDGs) 2030 and FP 2020. Make youthful population a productive segment of the society. To form knowledge based society rather than agrigarian society.
He further added that the family planning had been considered a right of every family in this policy. He asked from the government to invest in people’s education and health for the betterment of the society.
Talib Lashari- Focal Person FP 2020 Sindh, discussed the linkages of Costed Implementation Plan (CIP) with Sindh Population Policy 2016. He said the increasing population is shriking the resources including neutralizing the impact of the development, raising the issues of increasing poverty, illeteracy, housing, employment opportunities, health and food security.
CIP is a roadmap to make a balance between the increasing population and shriking resources. All family planning related inteventions in public sector and NGOs are being aligned with CIP.
Azra Fazal Pechuho- Chairperson FP 2020 working Group Sindh, informed that the policy envisions to enhance CPR from 30% in 2015 to 45% by 2020. She said the early marriage act of Sindh government has provided police the power to prevent under 18 girls marriages. Still, it is taking place in many areas as the information not reached on time.
She added that the unplanned pregnancies are too high in our society in which the women and her family are not physically and mentally prepared.
Azra said we have a large number of obortion cases. Abortion is a greater sin which is killing a living thing. Its better to prevent it to happen by taking family planning.
Jam Khan Shoro said our government is directly proportinal to population. He applauded the efforts of Dr. Azra Fazal Pechuho for his effort in family planning in Sindh and called her “ROLE MODEL”.
